Abstract
Despatch to London.
Douglas acknowledges receipt of Lytton’s despatch from 2 February 1859 and confirms that he has informed Captain Parsons of the
irregularityof officials other than the governor directly addressing Her Majesty’s government. Douglas assures Lytton that
Colonial Regulations with respect to correspondencewill be made public as per his instructions.

I have duly received your Despatch of the 2nd February
last No 13 acknowledging my Despatch reporting the arrival of
Captain Parsons with a Detachment of Royal Engineers, and
acquainting me that you had received a letter from that Officer
to the same effect.
