I have the honor to forward herewith to Your Grace the copy of an application which I have receivedManuscript imagereceived from Mr James Cooper, Harbor Master at Esquimalt, Vancouver's Island, for service, of British Columbia, soliciting an increase of his salary.
2. Did Mr Cooper reside in British Columbia and render service to that Colony, I should be happy to recommend the application to favorable consideration; but as the duties performed by Mr Cooper are really merely nominal, and scarcely in any way connected with British Columbia, I regret that I do not feel justified inManuscript imagein doing more than submitting the application to Your Grace.

I have referred DouglasGovr Douglas to the Despatch of 5 Sept. But Mr Cooper is Harbor Master at Esquimalt for B. Columbia, and may therefore maintain that the Directions in that Despatch do not apply to his case?
