Sir,
With reference to my despatch No 42 of the 2nd of April, I
have the satisfaction to transmit to you the copy of a despatch from Her
Majesty's Minister at Washington with it's enclosure from the American
Secretary of State, reporting that provision has been made by Congress
for the payment of the advance, with interest, madeby
