Newcastle informs Douglas that two proclamations issued by the governor have been approved: no. 40, the New Westminster Municipal Council Extension Act 1861; and no. 41, the Harrison Lillooet Portage No. 2 Roads Bonds Act 1861.

I have the honor to convey to you The Queen's approval of the Proclamations issued by you as Governor of B. Columbia, Transcripts of which were transmitted to me in your despatch No. 71 of the 15th of November, instituted (No. 40) "the New Westminster MunicipalCouncilManuscript image Council Extension Act 1861," and (No. 41) "the Harrison Lillooet Portage No. 2 Roads Bonds Act 1861."
