Newcastle writes Douglas on behalf of the Treasury to request that he
furnish the Agents General for the Crown Colonies…with the local rates of exchange on London,to facilitate the transfer of money raised through British Columbia's loan from England to the colony.

At the request of the Lords Commissoners of the Treasury, and with
reference to the projected loan to British Columbia, I have to direct
you to furnish the Agents General for the Crown Colonies—No. 6 Adelphi
Terrace, London—with the local ratesof
of exchange on London, so as to
enable them, when the Loan has been raised, to judge of the most
advantageous method of remitting the money to British Columbia.
