With reference to your predecessor's Despatch No. 66 of the 3d. November last I transmit to you herewith the Queen's Warrant for the appointment of Mr. Charles William Franks to be Colonial Treasurer for the Colony of British Columbia in the room of Capt. W.D. Gosset, R.E.
