Cardwell sends a letter from the British Charge d'Affaires at the Court of St. Petersburgh regarding a telegraph line across British Columbia connecting Russia and the United States. The letter clarifies that there is no prospect of any of these lines being undertaken at present. This document also includes an extract from the Journal de St. Petersbourg of November 3, 1864, (in French).

With reference to the letter addressed to you by direction of the Secretary of State on the 10th of February last, relative to the proposed construction of a Line of Telegraph across British Columbia in connection with Russia and the United States, I have the honortoManuscript image to transmit to you for your information, a copy of a Despatch on the subject from the British Charge d'Affaires at the Court of St. Petersburgh.
