With reference to Your Circular despatch of the 30th December last I have the honor to enclose copy of a letter from the Acting Postmaster General reporting that the arrangement proposed in Your Despatch as regards the alteration in thescaleManuscript image scale of postage on letters to the United Kingdom has been adopted in this Colony from the 1st April 1866.
