30 October 1866
Sir,
I have the honor to transmit to you, Letters Patent which have been passed under the Great Seal, declaring that the Commission granted to Arthur Edward Kennedy, Esquire, C.B. as Governor of Vancouver Island should cease on the Union of that Island with British Columbia.

Although under the provisions of the Act 29 and 30 Victoria, Cap. 67, of 1866, the Government of Vancouver Island would cease to have any existence immediately on the Proclamation of the Act in question, by the Governor of British Columbia, still it has been considered to be desirable that the Commission from which the last Governor of Vancouver Island derived his powers should be formally revoked, and the Patent which I now forward has that distinct effect.
I have the honor to be
Sir,
Your most obedient
humble servant
