My Lord,
I have had the honor to receive Your Lordship's despatch,
Vancouver Island, No. 5 of 1st January, enclosing a letter
from Sir James Douglas urging that the freedom ofthe

to Governor Kennedy's despatch No. 14 of 21st March 1865,
