My Lord,
I have had the honor to receive Your Lordship's despatch, Vancouver Island, No. 5 of 1st January, enclosing a letter from Sir James Douglas urging that the freedom oftheManuscript image the Port of Victoria be maintained. I beg to refer Your Lordship simply to Governor Kennedy's despatch No. 14 of 21st March 1865, mentioning that the question had been put fully to the test in the election for the City of Victoria and that the partisans of a tariff had been returned by a large majority.
2. I have in obedience to Your Lordship's commands informed Sir James DouglasthatManuscript image that his letter has been received in Downing Street.
