Abstract
Despatch from London.

Buckingham discusses Stanley's and
Her Majesty's government[‘s]advice as well as the instructions for Seymour regarding
the Cession of Russian America to the United States.Buckingham informs Seymour that further communication will come explaining the extent to which the United States is bound to follow
the Treaty between Great Britain and Russia.

Sir,
I have the honor to acknowledge the receipt of your Confidential
Despatche of the 25th September, asking for Instructions on certain
points connected with the Cession of Russian America to the United
States.
I have been in communication with LordStanley
Stanley upon this subject
and have to acquaint you that Her Majesty's government see no ground
for objecting to the establishment of an American Military Post
opposite Fort Simpson. They, consider that independently of any
advantage to the Colony, common courtesy requires that the United
States Officers should receive the facilities which they desire to
obtain for passing cattle through British Columbia, and they are of
opinion that you should give your advice if asked for, to the
American Authorities respecting the control over the Indians,and
and
that if you can arrange the River limit it will be desirable to do
so.

International law the United States are now bound by the Treaty
