Seymour states that the proclamation announcing
the Gold Coins of the Sydney Mint a legal tender…was duly published in the Government Gazette of the 23rd February 1867.Seymour forwards a copy of the gazette. Rogers’s minute confirms Cox’s suggestion of sending the despatch to the Treasury.

I have had the honor to receive Your Grace's Circular despatch
of 28th November 1867, respecting the making the Gold Coins of the
