Buckingham informs Seymour that Seymour’s cyphered, telegram message, reporting that the legislature was prorogued, there are no Fenians, and that Victoria is the new capital, was received.

Sir,
I have the honor to inform you that on the 3rd Instant I received from you in Cypher the following Telegraphic Message. "New Westminster, 1st May, Legislature prorogued this day, all quiet, no Fenians—Victoria Capital."
