I have the honor to acknowledge the receipt of your Despatch of the 1st August, Separate, enclosing a copy of a letter from Captain Delacombe R.M. Commanding the English Force stationed at San Juan in which he applies for the local rank of Lieutenant Colonel.
I transmit to youforManuscript image for your information and guidance copies of a correspondence which has passed on this subject between this Department and the Board of Admiralty, from which you will learn the conditions upon which their Lordships are prepared to accede to Captain Delacombe's request.
