Sir,
I have the honor to acknowledge the receipt of your Despatch No. 113 of the 7th September expressing a doubt whether you have power to make grants in the name of the Crown for lands sold in Vancouvers Island and requesting my opinion on the subject.

In reply I have to inform you that you had power by your Commission to make grants of land in British Columbia and that the Act uniting Vancouvers Island with British Columbia (29 and 30 Vict: C.67) gives you the same powers in Vancouvers Island as you had in British Columbia.
There is nothing in the Deed of reconveyance affecting that power which you undoubtedly possess.
