My Lord,
I have the honor to submit Copy of the Speech with which I
closed the Session of the Legislature on the 15th Instant.

2. Full particulars as to the measures passed shall be
forwarded by an Early opportunity.
3. It will now suffice if I mention that I found the
Legislative Council in an obliging, conciliatory humour,
while disposed to take more of initiation than usual.
A good sign, of course, for the working of our present
Constitution; I havecarried carried all the Bills to which I attached
importance.
4. I am, I believe, on very good terms with the members of the
Legislative Council. At all events if disapproving of my rule,
they made no sign.
