 
                  
                  
                  
                  
                     I think that the Governor should be instructed not to assent to
                     this Bill.
                     
                  
                  
                     By its title it professes to extend certain provisions of
                     18 & 19 
Vict C. 90 to 
B. Columbia.
                     
                     But in the first place I am disposed to think that under the
                     
B.C. Ordinance of 
1867 the provisions of this Imperial Act are
                     in force in the Colony.
                     
                     And secondly this Bill goes far beyond the Imperial Act, which
                     is confined to suits & proceedings "in respect of land tenements
                     &c or of any goods or chattels belonging to the Crown, or of sums
                     of money voted to HM for the service of the Crown."
                     
                  
                  
                     But this Bill would in terms include all prosecutions,
                     & proceedings by the Crown of whatever Kind.
                     
                  
                  
                     It might be intimated to the Gov that should doubts be
                     entertained as to the applicability of the Imperial Act to the
                     Colony, such doubts might fairly be removed.
