We now have the Estimates for 1869—they are unaccompanied by any returns & throw no additional light on the Financial state of the Colony.
On reference to 4637 from the Govr you will see that he is of opinion that the instructions given in regard to the preparation of the Estimates forManuscript image the Straits Settlements were not applicable to B.C.—but he does not say in what respects or to what extent. We know the Estimated Revenues & the Estimated Expenditure—& that the Expenditure is estimated at $20,412 45/100 in excess of the estimated Expenditure for 1868. We also know the different heads under which the increase takes place, but no details or particularsManuscript image on the reasons for the increase. Nor is there even any statement of the Assets & Liabilities. In fact if any control over the Finances is to be exercised here the Estimates ought to be sent home before the commence of the year, with full information.
Apparently there is nothing to object to—& it is satisfactory to find that there is a decrease of $8000 for interest on temporary Loans.
And I should say thatManuscript image as far as appears the Estimates might be submitted to the Treasury for sanction.

(1) Refer to Treasury for Sanction—with copy of Col: Secretary's report sent with 5568; stating that Lord Granville proposes to inform the new Governor that he expects the Estimates in future to be framed, & sent home at an earlier date, and with much more detailed information—so as to enable the Secretary of State to exercise something more than a nominal Supervision over the finances of the Colony.
(2) Mr Strachey will please to prepare instructions accordingly—and to confine them to what is essential for the information & guidance of the Sec. of State in examining the Estimates.
