My Lord,
I have had the honor to receive Your Lordship's Despatch No 86 of the 18th August directing my serious attention to the total disregard of instructions which has occurred in connection with theEstimatesManuscript image Estimates of Revenue and Expenditure for the current year.
2. My own observation had been previously attracted to this subject, and I thoroughly recognize the correctness of Your Lordship's remarks. It may not be easy at once to comply fully with what you desire in preparing the Estimates for the next year, but I will follow the instructionsgivenManuscript image given as closely as possible and will explain why they are departed from in any important degree or particular.
3. In any case I hope to forward those for 1870 to Your Lordship before the close of this year.
