I have had the honor to receive Your Lordship's Despatch N 86
               of the 
18 August directing my serious attention to the total
               disregard of instructions which has occurred in connection with
               the
Estimates
 Estimates of Revenue and Expenditure for the current year.
               
 
            
            
               2. My own observation had been previously attracted to this
               subject, and I thoroughly recognize the correctness of Your
               Lordship's remarks. It may not be easy at once to comply fully
               with what you desire in preparing the Estimates for the next
               year, but I will follow the instructions
given
 given as closely as
               possible and will explain why they are departed from in any
               important degree or particular.
               
 
            
            
               3. In any case I hope to forward those for 1870 to Your
               Lordship before the close of this year.
