My Lord,
After the Despatches which accompany this were written, but before they were signed, I had the misfortune to sustain a compound fracture of the right leg. I was unable therefore to transmit my bag by the thenoutgoingManuscript image outgoing Mail. I am glad to say that I am progressing favorably, and I hope rapidly, toward recovery; but under the circumstances I have no doubt that Your Lordship will grant me indulgence for the postponement of some matters which would otherwise earlier engage my attention.
