With reference to your letter of 25th May transmitting for the consideration of this Board copy of an Ordinance of British Columbia to entitle exporters of Goods to certain Drawbacks, and also to the question of allowing Vessels clearing on short voyages to have their stores duty free, I am directed by the Lords of the Committee of Privy Council for Trade to transmit to you to be laid before Earl Granville the inclosed copy ofaManuscript image a Report which they have obtained from the Commissioners of Customs on the subject and to state that My Lords concur in the opinion of the Commissioners of Customs.

Acknowledge receipt of 5400 & 5579. State that the despatches & the Ordinance were referred to the B of Trade, & transmit copies of this answer of the B of Trade & the enclosures.
State that Ld Granville concurs with the views expressed by the Crs of Customs & desires that their Report may be laid before the Col: Legislature who will no doubt with the help of this additional information carefully reconsider the several important questions discussed in that Report. That in the meantime H. Lordship is unable to authorize the Govr to give his assent to the Bill transmitted in his Despatch of the 24th March.
