Law to Sandford (Assistant Under-Secretary)
Treasury Chambers
19 August 1869
Sir,
I am directed by the Lords Commissioners of Her Majesty's Treasury to acknowledge the receipt of your letter of the 13th Instant, & its enclosures, respecting the case of Mr Young the Acting Colonial Secretary at British Columbia.
I am to state for the information of Lord Granville that My Lords have no objection to make to the proposal to sanction the payment from the Colonial Treasury of the Passage money to this Country of Mr Young & of his wife & children; but before taking into consideration whether any gratuity should be granted to Mr Young in respect of the offices which heManuscript image has held in Vancouver & British Columbia, My Lords would be glad to be informed of the circumstances which led to his being superseded after he had, as stated in his letter of June 5 to Governor Seymour, been appointed to the Office of Colonial Secretary to the United Colony, & filled it apparently to the satisfaction of the Governor.
My Lords would also be glad to be informed whether Mr Young held any appointment under the Colonial Office previous to that of Colonial Secretary at Vancouver.
I am, Sir,
Your obedient Servant
William Law

Mr Young held no permanent appt under Government till he was appointed Colonial Secy Vancouvers Island.
In fact he was not appointed Colonial Secy of the United Colony—when Mr Birch the Colonial Secy came home he was appointed Acting Colonial Secy, & remained so acting until the Duke of Buckingham confirmed the permanent appt of Mr Hankin.

If Mr Young accepts the place offered him would not that dispense with the necessity of giving him gratuity for loss of Office?

He has some claim upon the Colony I think. I have added a few words to Treasury. We will hear what they have to say.
