Sir,
The Lords Commissoners of Her Majesty's Treasury have had before Them your Letter of the 22nd September, respecting the application of Mr Young, late Colonial Secretary of British Columbia for a Gratuity.
My Lords desire me to state, for the information of Lord Granville, that, though Mr Youngs argument based upon the compensation secured by Act of Parliament to Officers whose offices were abolished in New South Wales, Victoria, & Tasmania when representative Institutions were granted to these Colonies cannot be admitted as relevant, My Lords see noobjectionManuscript image objection to His Lordship carrying out the proposal mentioned in Your Letter of 13th August to write to the Governor that he would be glad to hear the Legislative Council had voted Mr Young a gratuity on the loss of Office, proportionately to those granted to other Officers, having regard to the circumstances of each case, and of course to the fact of Mr Youngs subsequent appointment.
If Lord Granville should think it advisable to make a more specific recommendation My Lords are of opinion that a gratuity equivalent to 6 months Salary might be named.

With reference to despatch to Gov: No 91 of 13 Sept (9946 Ty) saying that Mr Young's claim to a gratuity could not be entertained for the present, send them a copy of Mr Young's letter 10527 begging a reconsideration of his claim to a gratuity & also the correspondence with the Ty—(Ty 9436, CO in answer & this reply) & authorize him to bring the case before the LegislativeManuscript image Council with a recommendation ? that a gratuity not exceeding 6 months Salary shd be made to Mr Young.

This proposal is in accordance with the minute on 8142—and may, I think, be acted on.
If the Colony agree, it will now settle what may be a troublesome question hereafter—in the event of B.C. entering the Dominion.
