Martin requests Grey's permission to prepare a report on the HBC and Vancouver Island; he adds that the report need not impede colonization of the island.
In the minutes, Merivale suggests that Grey cannot respond, and Grey wishes to defer the matter to the HBC.
This file encloses a draft from the Colonial Office to Martin, which declines Martin's services, and suggests that he seek permission from the HBC directly.
If you will permit me to prepare a report on the Hudson Bay
terry & Vancouver's island I will endeavour to merit the confidence
of your Lordship.
The expense would of course be defrayed by the Hudson Bay Compy.
