With reference to my letter of the 19th Instant, I am directed by Lord John Russell to transmit to you, for the information of His Grace the Duke of Newcastle, copies of instructions which have been addressed to Her Majesty's Minister at Washington respecting the recent occupation of the Island of San Juan by Troops of the United States.

With this I send you the former papers on this subject, & a draft (which has been copied signed erroneously before you had seen it) of a proposed letter to the Forn Office: but I am not sure that it expresses your meaning.
