I am directed by Lord John Russell to transmit to you, for the information of His Grace The Duke of Newcastle, a copy of His Lordship's reply to the despatches from Lord Lyons respecting General Scott's mission to San Juan, copies of which were enclosed in my letter of yesterday's date.
