I am directed by Lord John Russell to transmit to you, to be laid before His Grace The Duke of Newcastle, the accompanying copies of despatches from Her Majesty's Minister at Washington, containing information respecting the Mission of General Scott to take command of the United States' Troops on the North West Frontier of America.
