I have the honour to communicate to Your Grace that I opened the second Session of Vancouver Island ontheManuscript image the 26th of June last, and now forward Copies of my Message on that occasion and of the Addresses since received from the Legislative Council and House of Assembly in reply to it.
2. The Message briefly reviews the condition of the Colony, and recommends certain Measures which it is proposed to bring forward in course of the present session.

3. The nature and object of those Measures are clearly explained in the Message, and I will therefore not trouble Your Grace with any remarks regarding them at present.
