the Second Session of Vancouver Islandon 26 June 1861 and forwards a copy of his opening speech.

I have the honour to communicate to Your Grace that I opened the
second Session of Vancouver Island onthe
the 26th of June last, and now
forward Copies of my Message on that occasion and of the Addresses
since received from the Legislative Council and House of Assembly in
reply to it.

recommends certain Measures which it is proposed to bring forward in
course of the present session.
