I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 20th Ultimo, leaving to the operation an Act passed in Vancouver's Island, in July 1861, No. 17; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
