With reference to my despatch No. 85 of the 7th of February last I have the honor to acquaint you that I have received from Messrs. Duncan and Dewar a further application in behalf of Mr. Copland who does not appear to have been enabled to resume legal practice in Vancouver Island eitherManuscript image either, as suggested in my despatch, by a Rule of Court admitting him or providing for his admission to practice or by an Act of the Legislature, and I shall be glad to learn why neither of these courses have been adopted.
