Cardwell acknowledges receipt of Kennedy’s despatch and expresses his
satisfaction at the cordiality with which [Kennedy] appear[s] to have been welcomed by the inhabitants of Vancouver Island and at the demonstrations of loyalty on the occasion of [Kennedy's] arrival.
