I have the honor to request that you will inform the Mayor of
               
Victoria that 
General Knollys has received from him, and has laid before
               the Prince and Princess of Wales an Address of Congratulation from the
               Mayor and Council of 
Victoria on the Auspicious occasion of the birth of
               a son to their Royal Highnesses.
               
               The sentiments of loyalty and of attachment to the Royal Family
               contained in this address are very gratifying, and I am convinced that
               the Corporation of the City of 
Victoria could have had no wish to convey
               it to it's destination otherwise than in a regular manner. At the same
               time, in order to preserve hereafter uniformity in public
               correspondence, it is necessary for me to request you to apprize the
               Mayor of 
Victoria that the practice in all the British Colonies is to
               transmit such Addresses through the Governor of the Colony to the
               Secretary of State.
