With reference to the Duke of Newcastle's Circular of the 30th of April 1863 and to your Predecessor's reply of the 21st of July following, I have the honor to request that you will secure, as far as you are able, the extension to Vancouver Island of the Regulation prohibiting Government Officers from any concern in the management of any Bank, Railroad or other Commercial undertaking.
