I am directed by the Secretary of State for War to acknowledge the receipt of your letter of the 14h Instant, with its enclosure from the Governor of Vancouvers Island, on the question of an alteration in the terms of the Oath of Allegiance taken upon entering the Local Volunteer Force, so as to allow of the admissionManuscript image of non-naturalized British subjects into the Corps.
In reply I am to request that you will acquaint Mr Secretary Cardwell that Earl de Grey entertains considerable doubts as to the advisability of the proposed arrangement.
