No. 41
22nd August 1865

It does not appear from your despatch, who is responsible for Mr. Culverwell's appointment, but I perceive that by an Act of 1st February 1862, the appointment is vested in the Chief Justice, and I cannot but view with great regret this scandal following upon a similar event in another Department under the control of the Supreme Court.
I have the honor to be
Sir,
Your most obedient
humble servant
Edward Cardwell
