With reference to your letter of the 9th of November last, I am directed by the Earl of Malmesbury to transmit to you, for the information of Secretary Sir E.B. Lytton, copies of a Despatch and it's enclosure from Her Majesty's Minister at Washington respecting his attempts to obtain the relaxation of the Laws affecting the United States Coasting Trade.
