I am directed by Lord John Russell to transmit to you, for the
information of His Grace The Duke of Newcastle, a copy of a
Confidential despatch from Her Majesty's Minister at Washington
relative to the appointment of General Scott to command the United
States Troops on the North West Frontier.

to Russell, 15 September 1859, with information
that General Scott was appointed by the president to effectively take
command from General Harney and place it in the hands of an "officer
upon whose discretion and moderation he can entirely rely."
