I am directed by the Secretary of State for War to transmit to you, for the information of Sir Edward Bulwer Lytton, the enclosed copy of a letter from Lieutenant Colonel Hawkins, Her Majesty's Commissioner for defining our North Western Boundary in North America, in which he suggests that the Land, Buildings &c, purchased in Vancouver's Island for the use of the Surveying Party under his command, should eventually Manuscript imagebe transferred to the Colonial Government at a valuation, instead of being disposed of to private parties.

Refer this proposal to the Governor, directing him to act as he deems most desirable for the Colonial interests (the Colony will have to defray the Expense of purchase). And Acquaint the War Office with the course taken.

As the amount of land possessed by the Admiralty at Esquimalt is, as I have heard, less than they really require, it may be a consideration whether this sd not be communicated to them in the first instance to give them the option of becoming possessed of the area in question sd they think it desirable. But this is a point wh will be best decided on by our Successors.

Lord Carnarvon no doubt was accurately informed as to the requirements of the Admiralty. Write therefore to the Board before reference is made to the Governor.
