Willis confirms that
the Non-commissioned Officer of the Royal Artillery, the Party of Royal Engineers and a civil Male Servantall have guaranteed passage on the Euphrates for British Columbia.
The minutes forward to the War Office for their information.
Enclosed is a draft from Merivale to the Under-Secretary of the War Office and Merivale to Douglas relaying the content of the letter.

I beg to acquaint you with reference to my Letter of
the 16th October

that the Non-commissioned Officer of the Royal Artillery, the Party of
Royal Engineers and a civil Male Servant may embark on board the Freight
Ship, "Euphrates" at Gravesend, for passage to British Columbia, on the
5th Proximo.
