Enclosed is a draft from Carnarvon to the Secretary to the Admiralty forwarding a copy of the letter and approving transport of the provisions and hay
in the Euphrates; a draft from Carnarvon to Moody advising that Lytton had sanctioned the transporting of provisions on the Euphrates; a rough draft from Lytton to Moody with instructions; and a draft from Lytton to Moody with further revisions by Lytton.

Sir,
In connection with my letter of the 28th Inst I find the
instructions from the Admiralty for the conveyance of stores by
Euphrates are
"that she is to take the stores shut out from the Briseis and in this
is included the twelvemonths Provisions asked for in my letter of
the 28h Septr."
I respectfully request your "authority" for the above stores being
granted. Permit me to add it is a great satisfaction that this
additional years supply of provisions are being sent. It relieves my
mind of considerable anxiety on many important grounds.
I take this opportunity of mentioning arrangements have been
concluded by which I am able to reduce the quantity of compressed
hay first asked for by me and authorized.

We desired the Admy to provide passage on board the Euphrates
for certain non-commissioned officers & men of the R. Engineers. The
Admy not only executed this instruction, but according to Colonel Moody's infn, directed that the Euphrates should also take the stores
shut out from the Briseis.
The owners say, [sentence unfinished].
There has been much fifficulty in unravelling the confusion
occasioned by Colonel Moody's [sentence
unfinished].

This is no doubt an unsatisfactory affair and we are placed in a
dilemma. Col. Moody has miscalculated or mismanaged, and the
Owners of the Briseis and Euphrates are driving a bargain. But as
the best of two evils the 12 month's additional stores had better I
think be granted.
