Sir,
You will have observed that the Letters Patent which appoints you to be Governor of British Columbia contemplates the appointment also of a "Lieutenant Governor" or other Officer commissioned by Her Majesty to administertheManuscript image the Government of the Colony in the event of your "Death, incapacity, removal, or absence, from the said Colony."
The position and experience of Colonel Moody point him out as the most fitting person to hold the dormant Commission of Lieutenant Governor, and I have, accordingly, advised Her Majesty to confer thatappointmentManuscript image appointment upon him.
I enclose for your information Copy of the Commission1 which has been given to Colonel Moody.
