Abstract
Despatch from London.
Lytton requests that Douglas inform Captain Parsons that he approves of Parsons’ decision to secure second class passage for his engineers from Panama to San Francisco and that the Treasury will honor his bills to the extent of six hundred pounds in addition to the one thousand
pounds already delivered.

Sir,
I have to request that you will inform Captain Parsons that I have
received his letter of the 27th
September.

conveying his party to their destination.
You will state tohim
him that I approve of the course he took for
securing second Class passages on board the Vessel which was to convey
his men to San Francisco, and that I have recommended the Lords
Commissoners of the Treasury to honor his Bills to the extent of Six
hundred pounds (£600) in addition to the One Thousand Pounds (£1000)
placed at his disposal previous to his leaving this Country.
