I have received from
Captain Parsons R.E. a letter dated
Van
Couver's Island 9 November last, stating that he proposed to assign
a value of four shillings (4/-)
to the American Dollar in making payments to the
               Royal Engineers
in
 in
British Columbia, and I enclose, for the information and guidance of yourself and of the Military
Authorities in the Colony, the copy of a letter which I have received from
the Treasury defining the rates which should regulate the issue to the Troops of United States
               Gold Coins.
