In consideration of questions posed by the Admiralty regarding the reservation of coal and timber for government purposes in Vancouver Island and British Columbia, Carnarvon forwards to Douglas a copy of a report (not enclosed in the document) from Murdoch and Rogers relating their views on the subject.

The Lords Commissioners of the Admiralty have submitted to my
consideration the question of reserving coal and Timber for Government
purposes in British Columbia and Vancouvers Island, and I transmit to
you herewith, for yourinformation
information the copy of a report which I have
obtained from Her Majesty's Colonial Land and Emigration Commissioners
upon it. I have intimated to the Admiralty my concurrence in the views
expressed by the Commissioners on this subject.
