I have the honour to acknowledge the receipt on the 1st Instant of Your Grace's Circular of the 1st of June last, informing me with reference to formerinstructionsManuscript image instructions, that in order to give full effect to the principle of neutrality which the Queen is desirous of observing in the contest between the United States and the so styled Confederate States of North America, that Her Majesty has been pleased to interdict the Armed Ships and also the Privateers of both parties from carrying Prizes made by them into the Ports, Harbours, Roadsteads, or Waters of the United Kingdom,orManuscript image or any of Her Majesty's Colonies or Possessions abroad.
I have in reply to inform Your Grace, that in obedience to Her Majesty's Commands, I will take measures to secure the observance of this prohibition within the limits of this Government.
