Newcastle acknowledges Douglas's despatch concerning the Stikine,
approves of the actions he has taken so far, and refers him to the despatch of 26 July 1862

which provides for the present government of the New Country.

I have the honour to acknowledge the receipt of your despatch of
the 9th of July relative to the Stickeen Territory. I approve the
course adopted by you towards the governor of the Russian Territory in that neighbourhood, and I have to refer you to my despatch No. 134 of
the 26th of July enclosing
an Order of Her Majesty in Council which provides for the present government of the
