Despatch from London.
Newcastle informs Douglas that the British Columbia Loan Act, 1862 has been approved and instructs him to inform the Inhabitants of the Colony by a Proclamation to be published in the most authentic manner.

I have laid before the Queen "the British Columbia Loan Act, 1862," which was transmitted to me with your despatch No. 43 of the 3rd of September last.
I am commanded to acquaint you that Her Majesty has been pleased to confirm and allow thisactManuscript image act.
You will communicate Her Majesty's decision to the Inhabitants of the Colony by a Proclamation to be published in the most authentic manner.
