On 17th March, I signed on behalf of this Bank a Petition to the Queen in Council for a Supplemental Charter, and as the additional powers we seek will increase our sphere of usefulness, and be beneficial to many besides our shareholders, I venture to request your favorable consideration.

TheManuscript image application for this Supplemental Charter (which came from the Treasury) was forwarded to you, with my minute, as Mr Blackwood states—I think about 10 days ago. & the papers have not since returned from circulation.
As soon as the Treasury letter is annexed, inform the writer of this letter that Mr Cardwell's views on the subject have been communicated to the Board of Treasury, to which Board he is referred for the decision of HMs Govt.
