Cardwell announces the appointment of Franks as Treasurer of British Columbia. He also forwards a letter from the Treasury and its enclosures relative to the proper auditing of the public accounts.

Sir,

I have the honor to inform you that Mr. Charles Franks has been appointed Colonial Treasurer of British Columbia vacant by the retirement of Colonel Gosset R.E.

Mr. Franks has executed the necessary bond and found the security required for the due performance by himof

of the duties of his Office; and he will proceed to the Colony by the next Mail to that which conveys this despatch.

I take this opportunity of forwarding to you for your information and guidance a copy of a letter from the board of Treasury with its enclosures relative to the proper auditing of the public accountsand

and the custody of the public monies.
